Official Plan

An Official Plan is a municipal policy document, adopted and approved under the Planning Act that outlines Council’s vision for the Township over the next 20 years. It begins as a snapshot of the Township and, over time grows and adjusts to new or changing needs.

The Official Plan contains goals, objectives and policies to manage and direct change and its effects on the social, economic and natural environment of the municipality. This includes policies that apply to residential, commercial, industrial, institutional and other land uses. Together, this document helps Council maintain the quality of life that defines Wainfleet.

The Township of Wainfleet was adopted by Township Council in 2011. Final approval was given by the Ontario Municipal Board on August 14, 2014.

Official Plan Amendments

If a property owner wishes to develop land differently than what the Township’s Official Plan prescribes, they may submit an application for an official plan amendment. Prior to submitting an application for an official plan amendment please consult with the Planner. Site Plan Control

Site Plan Control is a form of development control provided to municipalities by the Planning Act. Site Plan Control ensures a consistent image and look of the Township by applying consistent standards and guidelines to development on certain lands. Bylaw # designates all lands within the Township limits to be within a Site Plan Control Area with certain land uses being subject to site plan control. Generally, the following lands are subject to site plan control:

  • Commercial zones – Hamlet Commercial (C1), Tourist Commercial (C2) and Recreational Commercial (C3)
  • Industrial zones – Industrial (M1) and Extractive Industrial (M2)
  • Institutional (I) zones
  • Mobile Home Park (MHP) zones
  • Medical Marihuana Facilities in the Agricultural (A1, A2 or A3) and Rural (A4) zones
  • Home Industries in the Agricultural (A1, A2 or A3) and Rural (A4) zones
  • Farm Help House in the Agricultural (A1, A2 or A3) and Rural (A4) zones
  • Day Care Facility in Residential (RLS, RH) zones
  • Group Homes in the Agricultural (A1, A2 or A3), Rural (A4) zones and Residential (RLS, RH) zones

There are three levels of site plan control:

  • Level 1 – Council Approval
    • New buildings or additions larger than 25% of the site’s existing GFA
    • Any medical marihuana facility
    • New buildings or additions of any size that change the configuration of a site such as grading, parking areas, loading areas and vehicular access
  • Level 2 – Planner Approval
    • New buildings or additions less than 25% of the site’s existing GFA
    • New buildings or additions greater than 25% of the site’s existing GFA with no change to the existing site configuration at the discretion of the Planner
  • Level 3 – Planner Approval
    • Scoped site plan approval for a new home industry, new farm help-house, new or expanded day care facility and a new or expanded group home
